Emergency planning and response in public health preparedness is not a one-time event.  It is a continual cycle of planning, training, exercising, and revision that takes place throughout the four phases of the emergency management cycle (preparedness, response, recovery, and mitigation). Training is a key feature of ensuring that staff are prepared to handle and respond to emergency situations.
