Family Preparedness Guide
The goal of the Family Preparedness Guide is to arm you with resources
and information you may need should Florida encounter a natural
or man-made threat. Please take a few minutes to review this guide
with your family. I urge you to take the necessary steps to prepare
your home in case of a disaster. By doing so, your family will
be better prepared to handle whatever emergency arises.

The Purpose of this EMPLOYEE EMERGENCY ACTION MANUAL is to guide
Employees' actions when faced with an actual or potentially hazardous
event while in their respective building. Information in this
document is to help the employee make the proper decisions during
these events to protect lives and property.

Charlotte County Health
Department All Hazards Emergency Operations Plans
The Florida Department of Health (DOH) has been designated as
the lead state agency for Emergency Support Function 8 (ESF8).
In this capacity it coordinates the State's health, medical and
limited social service assets in the event of a major natural
(or man-made) disaster. To accomplish this goal, ESF8 oversees
the emergency management functions of preparedness, recovery,
mitigation and response with all agencies and organizations that
carry out health or medical services.
The Charlotte County Emergency Operations Plan is an all-hazards
emergency plan that addresses such events as Hurricanes and tropical
storms, floods, tornadoes, hazardous material, terrorism, and
epidemics. There are several sections in the plan addressed by
the local health department. These sections are provided in the
sections and annexes of this plan.
The Charlotte County Department of Health is actively involved
in planning to meet public health responsibilities in times of
emergency or disaster. Priorities of the Department are to assure
that delivery of essential public health services are restored
or maintained and that assistance is provided to meet emergency
needs of the affected population.

Effective public health emergency preparedness and response depends
upon the coordinated efforts of multiple people from many different
agencies.
Which Public Health Employees are Needed During Emergency or
Disaster Response?
- Some emergencies and disasters could require the mobilization
of MOST or ALL public health workers.
Therefore, ALL public health workers need to learn what their
roles may be in these situations.
Mastery of the Core Public Health Worker Emergency Preparedness
and Response Competencies is the first step for the public health
team. ALL public health workers should be able to:

- IDENTIFY Limits to one's own knowledge & authority
- APPLY creative problem solving skills to unusual challenges
- RECOGNIZE & ACT on deviations from the norm that may indicate
an emergency

Disease /Conditions
Section 381.0031(1,2), Florida Statutes provides that "Any
practitioner, licensed in Florida to practice medicine, osteopathic
medicine, chiropractic, naturopathy, or veterinary medicine, who
diagnoses or suspects the existence of a disease of public health
significance shall immediately report the fact to the Department
of Health." The DOH county health departments serve as the
Department's representative in this reporting requirement.
